Эта фраза обычно используется в политическом контексте, характеризуя систему выборов, при которой победителем считается кандидат, получивший большинство голосов. Имеются в виду скачки, где единственным победителем считается тот, кто первым достигает финишного столба (the finishing post), опережая всех других. Многие считают, что более справедливой системой является proportional representation, система, при которой распределение мандатов между партиями производится в соответствии с количеством полученных ими голосов. Такой системы в Великобритании нет, хотя есть её сторонники, в частности, среди либерал-демократов.
